All carbohydrates are not harmful for diabetics. There are two kind of carbohydrates : simple and complex.
Simple carbohydrates don’t take much time for your body to break them down and absorb them as glucose into the bloodstream. For this reason, simple carbohydrates raise blood sugar much faster and usually higher than complex carbohydrates. Thus simple carbohydrates should be avoided as much as possible.
Foods like – sugar, processed food, white rice, refined flour etc. should be avoided.

Whereas, complex carbohydrates take longer time to digest. Since complex carbs are digested more slowly than simple carbohydrates. Most sources do not raise blood sugars as quickly as simple carbohydrates and it also contains fibers, vitamins, minerals and thus they are safe for diabetics. Foods that fall into this category are oats, bajra, whole grains, whole fruits, vegetables etc.
